Traffic Signal Communication Master Plan Update Services

A government authority in Rancho Cucamonga, California is seeking professional services to update and modernize the city’s traffic signal communications master plan. The scope includes evaluating the existing traffic signal communications infrastructure, reviewing Traffic Management Center (TMC) operations and technology practices, and preparing a comprehensive useful life and replacement assessment for traffic signal equipment.

The work includes a field inventory and assessment of current communications infrastructure such as fiber optic cable, splice points, handholes, hubs, wireless radios, network switches, serial/IP devices, and backup power systems. The selected vendor will also document the current network architecture, including topology, bandwidth capacity, routing protocols, cabinet communication devices, and central system interfaces, and develop an updated communications architecture based on modern design standards such as NTCIP, TCP/IP-based systems, network segmentation, and layered cybersecurity practices.

In addition, the project requires a review of TMC best practices through an assessment of existing software, hardware, physical layout, network connectivity, operational procedures, and staffing practices. The consultant will also inventory and document the condition, age, model, and functionality of traffic signal components, including communication devices, switches, radios, and modems, and develop replacement criteria based on reliability, safety, obsolescence, and parts availability.
