DESCRIPTION


The State of Minnesota is seeking a vendor to provide comprehensive traffic safety multimedia, educational content, and media buyer services. The selected company will be responsible for developing and producing a range of creative concepts, promotional messages, and educational media elements to promote traffic safety and support enforcement initiatives focused on key topics such as seat belt usage, impaired and distracted driving, speeding, and teen driving.

Key responsibilities include creating multi-platform content for print, online, social media, out-of-home, and partner collateral; conducting multi-media production; and delivering marketing research and audience testing. The vendor will manage all aspects of media buying, including negotiation, planning, placement, and recordkeeping for campaign activities. Creative outputs may include collateral, print, radio, television, digital, and video materials designed to reach diverse audiences and promote behavioral change.

Additionally, the contractor will be expected to deliver ad hoc creative services as required, develop messaging to address emerging legislative priorities or safety challenges, and maintain thorough records of media efforts, ensuring cost-effective and efficient campaign execution. The contract period will be for one year.
