A SaaS solution is sought to implement a Tobacco eReferral Management Hub, enabling healthcare providers and treatment centers to electronically refer patients from their Electronic Health Records (EHR) systems to the Tobacco Quitline. This hub will replace traditional fax-based referrals with a secure, cloud-based infrastructure that streamlines the provider referral and patient engagement workflow for tobacco cessation services.

Key requirements include a closed-loop, bidirectional file transfer system from provider EHRs to the Quitline, facilitating efficient and secure data exchange. The solution should offer patient engagement features such as telephony, SMS (text messaging), interactive voice response (IVR), and email outreach to increase the likelihood of patient enrollment in the Quitline. Early and sustained contact with referred patients is essential, supporting ongoing communication with Quitline coaches and related supports.

The platform must provide a dedicated email address for provider inquiries and consultations, use an opt-out methodology for accepting referrals from certified health records platforms, and ensure secure capture and management of referral data. The contract period will be for one year.
