Seeking a SaaS solution to manage electronic referrals from healthcare providers to the Tobacco Quitline, replacing fax systems with secure, cloud-based workflows.
(1) Vendor needs to provide tobacco eReferral management hub solution.– Tobacco eReferral Management Hub facilitates electronic referrals of patients and clients from the Electronic Health Records of healthcare systems and other treatment providers to the Tobacco Quitline through a hub management infrastructure.– Implementation of a coordinated provider referral and patient engagement Software as a Solution (SaaS) service that serves as a sequenced workflow hub for tobacco cessation.– Cloud computing that enables provider referrals to the Tobacco Quitline to be implemented through more efficient electronic file transfer modalities.– Provide a closed–loop bidirectional file transfer service from provider EHR systems to the Quitline, basically converting them from using a fax referral system to an electronic referral system.– Provide a telephony or system and SMS (text–based) outreach that engages patients early on in the referral process to increase the likelihood of their enrollment in the Quitline.– Provide a secure SaaS platform to manage the work of the eHub.– Maintain follow–up engagement with referred tobacco users to encourage Quitline enrollment and sustain contact with their Quitline coach and other supports.– Utilize multiple technologies to engage patients being referred, such as interactive voice response (IVR), email, and text messaging (SMS) in real–time to engage referred tobacco users and transfer these referrals to the Quitline.– Establish a dedicated email address for providers to inquire about the eHub and request a free consultation.– Accept referrals using an opt–out methodology from certified health records file transfer platforms or other health records systems as is feasible from healthcare providers and other designated participants and capture these referrals in a secure format.(2) All questions must be submitted no later than November 7,2025.(3) A pre–bid conference will be held on November 7,2025.(4) The contract period will be for one yea
