The Commonwealth of Massachusetts is seeking a vendor to implement a cloud-based time and attendance system designed to enhance workforce management and operational planning across all organizational locations.

The system must offer both browser and mobile accessibility, enabling employees to clock in and out in real time from multiple, geo-fenced work locations. Key requirements include robust GPS-enabled staff tracking and real-time location reporting to the cloud, with contingency tracking fields for offline situations where GPS or IP data is unavailable. The solution should support user identity verification during attendance tracking, as well as provide administrators with tools to manage and update approved work site lists for swift data entry. Employees should have the ability to flag locations for managerial review when operating outside their usual assignments, and managers must be able to add new work sites and approve attendance from non-GPS verified locations.

Additionally, the system should facilitate organizational planning and space utilization analysis. The initial contract term will be for one year.
