(1) Vendor needs to provide thrive strategy evaluation service. – Conduct a comprehensive evaluation of its thrive strategy including emergency grants and food security for life and other basic need supports. – Refine and scale Thrive programs by identifying which supports most effectively improve student persistence, graduation rates, and overall well–being and reduce basic needs insecurity – particularly for historically marginalized students. • Develop and implement a comprehensive, mixed–methods research design that will: – Assess Program Impact – Analyze student engagement and experience: Examine patterns of program usage, access, and satisfaction including variation across campuses, student groups, and program types to understand how students interact with and benefit from these services. – Evaluate operational effectiveness: Identify operational and implementation factors that influence program quality and effectiveness and provide actionable recommendations for improvement. – Conduct a return–on–investment (ROI) and economic value analysis: Estimate the economic returns of investing in agency’s basic needs. (2) All the questions must be submitted no later than February 2, 2026. (3) The contract period will be for three years. (4) Pre–bid meeting will be held on January 29, 2026.
