(1) Vendor needs to provide third party data manager solution– Services required include providing, operating, and maintaining a secure, HIPAA–compliant and Uniform Health Care Information Act–compliant Clinic Visit Record (CVR) data system. Functional Requirements: Report generation: The system must allow users with specific permissions to generate reports. Point in time reporting: The system must allow users with specific permissions to select a start date and end date to view data submitted between that time range. Filter variables ability: The system must allow authorized users to filter variables in reports based on reporting needs. Report generation: The system must have the ability to generate comprehensive reports that comply with agency 2.0 standards to streamline federal reporting. Quarterly data quality summary reports: The system must have the ability to generate quarterly data quality summary reports and provide them to DOH Epi via secure means. The system must have the ability to securely receive data from external contracted sub–recipient Electronic Health Record systems. The contracted subrecipients use one of six vendors: Athena health, Epic, eClinicalWorks, NextGen, Patagonia, end’s. The system must have the ability to transfer, process, and insert data into the database. The system will accept submission files from EHRs based on a pre–determined file spec developed by each individual agency system. The system will transform the received data into a standard format for insertion into the database. The system must apply field level validations to the incoming data. The system will generate a notification to specified recipients containing details of any data that did not meet validation rules. Any data that does not meet validation rules must be modified by the contracted subrecipients and resubmitted for insertion into the database. (2) All the questions must be submitted no later than March 2, 2026. (3) The contract period will be for one year. (4) Pre–bid meeting will be held on February 23, 2026.
