The County seeks a Third-Party Administrator (TPA) to deliver comprehensive administration services for its Flexible Spending Accounts (FSA) and Commuter Benefits Program. The selected vendor must provide a compliant, customized debit card solution, enabling participants to access eligible funds at the point of sale, along with high-quality customer service and clear, dual-branded communication materials to educate and assist employees. Administration responsibilities include end-to-end claims processing, adjudication, and reimbursement, all conducted in compliance with applicable regulations.

A dedicated account management team will oversee implementation, provide ongoing support, and handle performance management. The initial contract term will be for three years, with specific pre-bid and inquiry deadlines stipulated.
