NAWCWD intends to procure on a sole source basis in accordance with FAR 6.302 1, the award of a Firm Fixed Price contract to Intumescents Associates Group, Houston, Tx and 88AL6. This effort is for proprietary material, installation, and technical support of new thermal protection coating spray application systems at Crane Army Ammunition Activity and McAlester Army Ammunition Plant, including thermal protective spray material NavCoat at China Lake, California. The contract will also include year two options for future thermal protection, material procurement and technical support. Both the thermal protection material and spray equipment are proprietary systems developed and owned by commercial entities, resulting in this sole source request. The contract will support initial production and refurbishment of Navy General Purpose Bombs at both locations. Incorporation of this new equipment and thermal protection material will increase performance and longevity of these weapons in service. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 14 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N6893624R0042 and provide a capability statement that clearly indicates the firms experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. Going forward, all new entities registering in GSAs System for Award Management, as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System number before the registration will be activated.
