Features must include public and administrative portals accessible through direct web links and QR codes, the ability for administrators to create and customize multiple portals for different user groups or events, and the capacity for restricted access as needed for internal staff or specialized uses.

This contract is expected to span a five-year period, providing ongoing access and support for all participating institutions within the system.
