The City of Alberta is seeking qualified vendors to deliver and implement a comprehensive municipal Property Tax and Utilities software solution to replace the current systems (Diamond, Great Plains). This new solution must address the City’s technical, operational, governance, and regulatory requirements and support the full lifecycle of both taxation and utility service delivery.

Key requirements include capabilities for property assessment and levy, billing, payment and collection, account adjustments, penalties, refunds, interest, and robust reporting features for both taxes and utilities. The solution must also offer an online citizen self-service portal, enabling e-billing, payments, and notifications for tax and utility accounts.

Vendors must demonstrate a strong track record in municipal software implementations and provide an experienced implementation team with knowledge in these areas. Additional considerations include data residency options in Canada, privacy compliance, and evidence of effective cybersecurity controls and certifications. The contract will span one year, and all questions regarding this opportunity must be submitted no later than February 23, 2026.
