Vendor needs to provide vendors capable of delivering and implementing a proven and fully operational municipal Property Tax and Utilities software solution to replace the City’s existing solution (Diamond, Great Plains). Identify Proponents that meet the City’s technical, operational, governance, and regulatory requirements for the City’s future utility and tax software solution. Invite only prequalified proponents to participate in proponent meeting and a subsequent Request for Proposal. Proponents must demonstrate qualifications in delivering a municipal solution that supports the full lifecycle including but not limited to: Taxation & Property Assessment—Assessment and levy; Billing, payment, and collection; Transfers, adjustments, penalties, refunds, and interest; Reporting. Utility Services—Billing (meter and fixed based billing); Payment and collection; Transfers, adjustments, penalties, refunds, and interest; Deposits management; Final billing, move–in / move–out; Reporting. Online Services—Citizen self–service portal for tax and utility accounts; E–billing, payments, and notifications. Implementation and Support—Structured municipal implementation methodology. Experienced implementation team with knowledge of municipal solutions including taxation and utilities. Security & Compliance—Solution deployment model (specify); Canadian data residency options; Privacy compliance; Cybersecurity controls and certifications. All the questions must be submitted no later than February 23, 2026. The contract period will be for one year.
