An Ontario agency is seeking professional services to develop a comprehensive Sustainable Fleet Transition Strategy. The primary objective is to achieve greenhouse gas (GHG) emission reductions within its fleet operations by creating a roadmap for transitioning to a low-carbon vehicle fleet. The strategy will encompass a thorough review of current fleet operations, electrification modeling, evaluation of electric vehicle (EV) charging capacity at 32 facilities, and recommendations for infrastructure upgrades. Vendors will analyze the financial viability, environmental impacts, and lifecycle costs associated with various transition options, while also considering funding avenues and ongoing operating expenses.
The selected service provider will assess existing policies, review literature related to fleet management, and make recommendations for policy updates. Further, the strategy will involve examining fleet composition—including owned, leased, rented vehicles, and specialized equipment—alongside staff consultations to gather insights on operational needs, usage patterns, and attitudes toward low-carbon solutions. Staff readiness, potential labor impacts, and equity considerations for equity-deserving groups will also be integral components. The final deliverables will include a phased implementation plan, policy and risk recommendations, and key change management approaches. The contract is anticipated to span one year.
