(1) Vendor needs to provide sustainable fleet transition strategy service– The Agency is seeking the to obtain professional services to develop a Corporate Sustainable Fleet Transition Strategy to achieve greenhouse gas (GHG) emission reductions from agency owned fleet operations.– This strategy will guide the agency shift to a low–carbon fleet through a thorough review of operations, EV infrastructure, financial viability, environmental impact, and electrification modelling. – Respondents will assess fleet composition, usage, staff readiness, and alternative fuels, as well as evaluate EV charging capacity at 32 facilities and recommend upgrades– The strategy will include a financial analysis (lifecycle costs, funding options, and operating expenses) as well as environmental projections with estimated GHG reductions while considering an equity assessment to address impacts on equity–deserving groups.– This strategy will include a phased implementation plan, policy and risk recommendation highlighting key change management strategies.• Conduct a comprehensive assessment of agency existing policies and literature pertaining to fleet and fleet vehicles and make recommendations for updating agency policies based on gaps identified• Analyze the current fleet composition including owned, leased, and rented heavy–duty, medium and light duty vehicles and special equipment;• Engage in interviews and consultations with staff and user groups to gain insight into operational needs, time of use, driver experiences, and perceived opportunities of transitioning to a low carbon fleet• Assess staff readiness and identify potential labor impacts associated with the transition to a low carbon fleet(2) All the questions must be submitted no later than December 4, 2025(3) The contract period will be for one year.
