The City is seeking a vendor to provide supply chain strategy development and document rationalization services aimed at promoting the economic development of small and local businesses. The scope includes surveying various existing systems such as SaaS applications, ACIS (Oracle-based), FAMIS (mainframe), ADPICs (mainframe), shared drives, SharePoint, and the OnePhilly Oracle platform, among others. The work will encompass the core Workday Procurement and Finance modules and the Workday Strategic Sourcing module.

The selected partner will be responsible for creating streamlined improvements to current systems, processes, and organizational methods that can be quickly implemented, generally within weeks to a few months and at minimal cost, to optimize operations. Additional deliverables include the rationalization and consolidation of city documents and templates, ensuring both existing and newly created content is properly stored and cross-referenced. The contractor will also develop new document and template content, generate updated templates, and create content on a clause-by-clause basis to improve maintenance and usability.

The contract term will last for one year. A pre-bid meeting is scheduled for March 25, 2026, and all vendor queries must be submitted by March 27, 2026.
