(1) Vendor needs to provide supervisory controls and data acquisition human–machine interface software. – Agency invites proposals from qualified vendors for the provision of a commercially available supervisory controls and data acquisition (SCADA) human–machine interface (HMI)• The selected HMI software must:– Be widely used and supported in the water/wastewater industry.– Provide flexible, scalable licensing based on tag counts or enterprise models.– Support redundant SCADA servers, development environments, client workstations, and secure historian servers.– Provide advanced alarm management, historian, trending, and reporting functions. – Provide secure remote access with tiered user permissions (HMI vs. dashboard).– Include ongoing technical support, updates, and training.– Support rapid recovery from trusted backup files.• Functional Requirements: – Web–based thin client access (HTML5).– High–performance HMI graphics with reusable objects.– Version control and change management tools.– Role–based access integrated with Microsoft® (MS) Active Directory.– Data export via ODBC, SQL, or REST APIs.– Connectivity with legacy PLCs (Modicon, AB PLC 5, AB SLC 500, Kingfisher/Ovarro).– Migration tools for historical data (existing historian systems and Hach WIMS).– Mobile access for operators (iOS/Android).(2) All the questions must be submitted no later than December 29, 2025.
