(1) Vendor needs to provide supervisory control and data acquisition (SCADA) integrators system to perform industrial control systems integration and automation services for water and wastewater operations, and capital improvement projects. A. Hardware Services: Design, installation, modification, and integration of new and existing industrial automation hardware. Systems may include, but are not limited to: SCADA systems, Distributed Control Systems (DCS), Programmable Logic Controllers (PLC) and Programmable Automation Controllers (PAC), Operator Interface Terminals, Human–Machine Interface (OIT/HMI), Medium–voltage power distribution control systems, Instrumentation and control panels, Programable Logic Controller (PLC) cabinets, network cabinets, and server racks. B. Software Services: Design, development, configuration, modification, and support of automation and monitoring software. Services may include, but are not limited to: PLC, PAC, and DCS programming, SCADA and HMI development and configuration, Alarm management and system optimization, Software upgrades, patches, and version migrations, Integration with existing EMWD systems and databases. (2) A pre–proposal conference will be held on March 3, 2026. (3) All questions must be submitted no later than March 10, 2026.
