This RFP seeks a vendor to provide expert technical, analytical, operational, programmatic, and planning support services for policy and strategic initiatives. The scope includes assisting in the analysis and preparation of draft inputs for official agency policy, position statements, and responses to Higher Headquarters taskings concerning treaty-related issues. Vendors will be responsible for producing analytical reports, impact assessments, and briefing materials on the effects of both proposed and existing treaties on agency capabilities and operations.

Additional responsibilities encompass preparing and coordinating inspection readiness plans, reinspection materials, and providing on-site support for facilities subject to treaty inspections. Deliverables also include formal threat analysis reports, technical research and operational analysis documents, decision-quality briefings, formal analysis reports on guidance and strategy documents, recommendations for requirements development forums, and analysis of intelligence reports with potential solutions for readiness challenges. The vendor must manage event materials for strategic meetings and successfully execute events—including facility, security, and AV/IT coordination—over a contract period of one year.
