(1) Vendor needs to provide strategic planning session facilitator service.– The selected facilitator will guide the Commission through a structured, collaborative process to update the Agency’s strategic direction, build consensus around long–term goals, and align priorities with the Agency’s adopted master plans and organizational initiatives.– The Agency seeks a qualified facilitator to design and lead a comprehensive strategic planning process• Pre–Retreat Assessment– Conduct individual confidential interviews with each Agency Commissioner to understand perspectives– Distribute a Commission survey assessing whether current Strategic Plan outcome areas should be retained, revised, or removed– Develop and present a Pre–Retreat Findings Summary– Facilitate Agency Manager debrief meeting within three weeks of the strategic session to review findings and shape the retreat agenda– Design and facilitate a Commission Strategic Planning Retreat– Provide all materials, facilitation tools, and note–taking during the session– Prepare a Final Strategic Planning Report– Deliver a draft report for review within 30 days of the retreat and finalize based on feedback(2) All the questions must be submitted no later than December 5, 2025
