The selected vendor will provide comprehensive strategic planning services designed to develop a unified strategic plan for the organization. The scope of work includes conducting a thorough organizational assessment, engaging various interest groups, developing a strategic framework, designing and facilitating board retreats, and creating actionable tools for implementation and performance tracking.

The contractor will begin by executing a structured baseline assessment to inform both retreat content and the initial strategic framing. A community and interest-group engagement process will be developed and implemented to guide strategic priorities prior to the board retreat. Key findings from these activities will be synthesized into a draft strategic framework, which will be prepared in advance of the August 2026 board retreat. After the retreat, the contractor will finalize the strategic plan and deliver comprehensive implementation resources and a performance monitoring structure to support the organization’s long-term objectives.

Interested vendors are required to attend a mandatory pre-bid meeting on March 24, 2026. The contract period will be for one year. All questions regarding this solicitation must be submitted by March 31, 2026.
