The organization is seeking a vendor to provide comprehensive strategic planning services, focusing on the active engagement of its leadership team, board of directors, staff, advisory councils, ministry, and other key stakeholders in the development of its strategic plan. The planning process should be supported by thorough enterprise risk management and public safety risk management approaches.

Key initiatives include transforming the corporate culture to strengthen leadership, teamwork, and accountability, as well as launching new IT systems and process solutions. The organization is also transitioning to a risk-based, outcome-driven regulatory model and introducing compliance standards, lapsed authorization follow-up procedures, and other risk-based oversight elements. Emphasis will be placed on leveraging data to inform business activities.

The contract will span a period of two years. All questions regarding the RFP must be submitted by March 23, 2026.
