The Board seeks a vendor to provide comprehensive strategic planning services. The selected provider will review and synthesize internal work completed to date, including the current strategic plan, survey responses, an environmental scan, financial analysis, and identification of key strategic drivers and scenarios. Supplemental interviews or focus groups may be conducted to further validate or clarify findings.

The vendor will facilitate meetings with the Strategic Planning Committee, senior leadership, and Board members to reach consensus on long-term priorities and organizational performance outcomes. Additionally, the engagement includes supporting the alignment of this process with a performance excellence framework, ensuring comprehensive coverage of leadership, strategy, workforce, and measurable results.

Other responsibilities include developing a plan-to-budget integration process and an annual review cycle for the Board's ongoing use. The vendor will also provide templates and guidance to enable effective monitoring of progress, reporting of outcomes, and annual refreshment of the strategic plan. The contract period will extend for three years.
