A Texas agency is seeking a qualified vendor to deliver strategic planning services focused on a comprehensive health needs assessment and system analysis across an 11-county region. The scope of work includes developing a detailed assessment of the health needs and social determinants impacting the safety-net population living at or below the Federal Poverty Level. Areas of focus will encompass community conditions such as healthcare infrastructure and affordability, housing and transportation, environmental and climate health, social and economic factors, as well as civic and community resources.
The selected vendor will examine population health metrics, including mortality rates, prevalence of chronic physical and mental health conditions, and overall life satisfaction. A systemwide analysis will benchmark access to and utilization of the Central Health System’s provider network in comparison to communities with similar patient populations. The vendor will audit existing patient and community healthcare surveys, conduct additional surveys to identify system strengths and weaknesses, and deliver accessible, community-friendly plain language summaries. Deliverables also include infographics or fact sheets for social media, as well as executive briefings tailored for policymakers and media.
Proficiency with statistical analysis tools (such as SAS, STATA, or Python), GIS software (like ArcGIS), and qualitative analysis platforms (such as NVivo or ATLAS.ti) is required. The team may comprise epidemiologists, data experts, health services researchers, GIS specialists, qualitative researchers, survey methodologists, and community-centered program evaluators. The contract period is four years.
