A Wisconsin library is seeking a vendor to provide comprehensive strategic planning services aimed at developing a five-year strategic plan. Key responsibilities include producing stakeholder engagement reports, conducting surveys, analyzing data, and collaborating closely with library leadership to facilitate a participatory planning process. The vendor will guide and work alongside a Strategic Planning Committee, engaging with library staff, trustees, community partners, and the broader public through a variety of methods such as surveys, focus groups, workshops, and interviews, both in-person and asynchronously.

The scope also includes the evaluation of the current 'hub and spoke' strategic plan framework, with recommendations for revisions or alternatives where appropriate. The selected vendor will draft and finalize a strategic plan that outlines clear goals, objectives, and actionable steps, grounded in both qualitative and quantitative data. Presentations of the draft and final plan will be made to the Library Board and community stakeholders. Additionally, there is an option to provide an implementation session with the staff leadership team to assist with operationalizing the new plan.
