(1) Vendor needs to provide strategic planning services include stakeholder engagement reports, survey and data analysis, a draft and final five–year plan, and presentations to the Library Board, staff, and possibly the community. • Collaborate with library leadership to design and facilitate a participatory planning process. • Work with a Strategic Planning Committee to help guide the process. • Facilitate engagement with library staff, trustees, community partners, and the public, using in–person and asynchronous methods such as surveys, focus groups, workshops, and interviews. • Collect and analyze input from multiple engagement methods. • Assess the current “hub and spoke” strategic plan framework and provide recommendations for alternatives or revisions. • Draft a new five–year strategic plan, incorporating goals supported by objectives and actions using qualitative and quantitative methods as appropriate. • Present the draft and final plan to the Library Board and community stakeholders. • Provide an optional implementation session with the staff leadership team if desired to help operationalize the plan (2) All question must be submitted no later than January 26, 2026.
