A California agency is seeking a qualified vendor to provide comprehensive strategic planning services in support of developing its Vision 2035 Strategic Plan. The selected vendor will oversee project coordination, including the creation of a detailed project schedule, engagement plan, and communication strategy. An essential component of the work involves reviewing the existing Vision 2020 Strategic Plan and related documents to inform the future direction.

The scope includes the design and implementation of an inclusive, multilingual engagement strategy that actively reaches all demographic groups, with particular attention to historically underrepresented communities. The vendor will supply both online and paper survey tools in English and Spanish to facilitate broad-based feedback collection.

Additionally, the vendor will facilitate at least one strategic planning workshop with the agency’s Council and leadership team to define or reaffirm the agency’s vision, mission, values, and strategic priorities. Strategic guidance and consensus-building support will be provided throughout the process to align leadership around key focus areas. The engagement will culminate in the preparation of a draft Vision 2035 Strategic Plan.
