A Wisconsin agency is seeking a vendor to provide comprehensive strategic planning development services. The selected provider will collaborate closely with agency leadership to design and facilitate a participatory planning process, working in conjunction with a Strategic Planning Committee. Responsibilities include engaging library staff, trustees, community partners, and the public through a variety of in-person and asynchronous methods such as surveys, focus groups, workshops, and interviews.
The vendor will be expected to collect and analyze input from these engagement activities to inform the planning process. Part of the scope involves assessing the agency's existing "hub and spoke" strategic plan framework, and making recommendations for revision or alternatives. Using both qualitative and quantitative methodologies, the vendor will draft a new five-year strategic plan that incorporates clear goals, supported by corresponding objectives and actions.
The completed draft and final plan will be presented to the Board and community stakeholders. Additionally, there is an option to conduct an implementation session with staff leadership to support operationalizing the new strategic plan.
