This RFP seeks a vendor to provide strategic planning consulting services to guide a comprehensive, inclusive community visioning and strategic planning process. The initiative must be designed to encourage engagement from all community sectors, including residents, businesses, property owners, stakeholders, city staff, elected officials, and other interested groups.

The process should utilize diverse engagement methods such as focus groups, stakeholder interviews, workshops, charrettes, online surveys, and other innovative techniques to ensure broad input. The resulting community vision must address a range of considerations—physical, social, economic, and environmental—encompassing community character, aesthetics, sustainability, resilience, public facilities and services, and future development patterns. The contract duration is one year. All questions related to the RFP must be submitted by March 30, 2026.
