This RFP seeks a vendor to facilitate a multi-phase strategic planning process that incorporates three core lenses: culture, structure, and impact. Responsibilities include engaging existing and potential committee members through strategic sessions and recruitment activities, aiming to establish a validated structure and operational cadence for agency committees.
The selected consultant will conduct context-gathering meetings with staff, other agency personnel, and external coastal partners. The scope includes reviewing relevant agency documents, facilitating workshops and a staff retreat, and developing member profiles for the Coastal Advisory Committee (CAG) and Technical Advisory Committee (TAC). Additionally, the consultant will propose organizational structures, plan outreach for committee recruitment, organize and facilitate CAG and TAC meetings, and document findings.
The vendor is expected to develop a draft Strategic Plan guiding agency actions over the next 3–5 years, including public-facing messaging to communicate the agency's mission and regional impact. Periodic check-ins with the agency director will be required to monitor progress and adjust the work plan as necessary.
