Vendor needs to provide strategic planning consultant services. Engage internal stakeholders as well as external communities throughout to ensure the plan is built on a strong foundation of stakeholder community engagement. Assess internal strengths and challenges and identify established and emerging external opportunities and risks, future syncing the planning to enhance adaptability and support long term success. Establish 3–5 strategic goals/priorities with supporting strategies and measurable objectives. Develop an implementation roadmap, including timelines, roles, and resources required.
