(1) Vendor needs to provide strategic planning consultant service. Agency is seeking proposals for consulting and/or facilitation services to guide the development of a new strategic plan. Development of a Strategic Plan should be a agency wide, inclusive planning process that will utilize internal/external stakeholder input and relevant factors affecting higher education generally and agency specifically. Responsibility: Facilitating convening of stakeholders for individual and focus groups, providing input into the methodological design, analysis, report of key findings in a clear and understandable way for broad audiences. Advise and assist with creation of deliverables that should include: Compiled environmental scanning document; Draft of new Strategic Plan with comment period; Final new Strategic Plan. Ensure strategic priorities for the following plans are identified and aligned with the Final new Strategic Plan: Academic Master Plan; Inclusion, Diversity, Equity and Accountability (IDEA) Plan; Strategic Enrollment Management Plan. Ensure the final plan: Includes clear and prioritized 3–5–year organizational goals and objectives. Articulates a set of strategies to achieve goals and objectives; Identifies priority outcomes and other metrics that will enable MCC to allocate resources and measure progress; Includes an action plan for implementation, with a timetable, benchmarks, measurable outcomes, and recommendations; Includes a framework for annual monitoring and re-evaluation of progress under the plan.
