An agency in New York is seeking a qualified strategic planning consultant to guide the development of a comprehensive, agency-wide strategic plan. This process should be inclusive, drawing upon input from both internal and external stakeholders, and consider factors that impact higher education generally as well as the agency specifically.

The consultant will be responsible for facilitating stakeholder engagement through individual meetings and focus groups, contributing to the planning methodology, conducting analysis, and presenting findings in an accessible format for diverse audiences. Key deliverables include an environmental scanning document, drafts of the new strategic plan with opportunities for review and comment, and the preparation of the final strategic plan.

The project requires alignment of the new strategic plan with major organizational initiatives such as the Academic Master Plan, the Inclusion, Diversity, Equity and Accountability (IDEA) Plan, and the Strategic Enrollment Management Plan. The final plan must set forth clear, prioritized organizational goals and objectives for the next 3–5 years, articulate strategies and priority outcomes, establish metrics for tracking progress, provide a detailed action plan with timelines and benchmarks, and include a framework for annual monitoring and reassessment.
