(1) Vendor needs to provide strategic planning consultant service. – A comprehensive strategic plan that will guide the institution’s priorities and decision–making over the next planning cycle. – Conduct a comprehensive environmental scan of internal and external factors influencing USD, including demographic, economic, regulatory, and competitive trends. – Review institutional data on enrollment, finances, academic programs, facilities, and workforce. – Develop an implementation roadmap that includes timelines, responsible parties, resource requirements, and measurable outcomes. – Provide supporting materials (executive summary, presentation slides, communications toolkit) to aid in dissemination and adoption. – Facilitate workshops, surveys, and focus groups to ensure broad participation and transparency. – Prepare draft versions of the strategic plan for review by USD leadership and stakeholders. – Incorporate feedback to refine goals, strategies, and performance indicators.
