The agency seeks a consulting partner to provide strategic planning and workforce development planning services. The selected consultant will review the agency’s 2021 strategic plan, assess goal achievement, and analyze their impact on the formulation of 2026 objectives. The process will include consulting with agency programs through surveys, focus groups, and interviews, as well as possible engagement with external stakeholders to ensure that the strategic plan is responsive to the needs of the community the agency serves.
Findings will be presented to agency management and leadership for discussion prior to finalizing the plan. The consultant must develop an actionable roadmap to reach the defined goals and objectives, including identifying key performance indicators and establishing strategies for success. Additionally, a framework for ongoing progress monitoring, accountability, and adaptation shall be created to ensure the agency remains aligned with desired outcomes.
The contract will be awarded for a period of one year. A pre-bid meeting is scheduled for March 31, 2026, and all inquiries must be submitted by April 7, 2026.

• Strong track record of developing actionable strategic plans
• Presence or experience working in Utah or similar regions
