The agency seeks a qualified vendor to provide comprehensive strategic planning and leadership development services. This initiative includes the creation of a detailed project plan, timeline, and communication strategy, as well as the review of the existing 2018–2025 strategic plan, program-level SWOT analyses, and relevant documentation.

The selected vendor will design and facilitate a collaborative strategic planning process aimed at identifying organizational priorities, establishing performance measures, and crafting strategies that align with the agency’s mission, vision, and values. Responsibilities also include drafting a new comprehensive strategic plan for the agency.

In addition, the vendor will assess the leadership development needs of the executive team, using insights from existing workforce surveys and department leadership feedback. Tailored leadership development curriculum, training sessions, workshops, and coaching engagements will be designed and delivered to strengthen leadership capacity, communication, decision-making, and strategic alignment within the organization. The vendor will also provide supporting materials and tools to ensure ongoing leadership development.
