A Missouri agency is seeking a consultant to support the update of its strategic plan. The consultant will be responsible for compiling and analyzing existing data through a variety of community engagement methods, both in-person and virtual, such as surveys, town halls, focus groups, and workshops with members of the public and agency staff at all levels.

Key responsibilities include assisting in the review and evaluation of the agency's current Community Vision and Strategic Plan. The consultant will conduct the necessary workshops, planning sessions, and community conversations to reassess the agency’s vision and goals, ensuring alignment with future needs.

The project entails the development of strategic goals and corresponding objectives, including both short- and long-term actions that follow the SMART framework (Specific, Measurable, Achievable, Relevant, and Time-Bound). The selected consultant will also help create a detailed roadmap addressing resource allocation and stakeholder participation, serving as the primary point of contact and working closely with agency staff and the Governing Body to establish a comprehensive plan, schedule, and budget.
