(1) Vendor needs to provide strategic plan update service.– Consultants with expertise in public sector strategic planning to assist with an update to the city’s existing strategic plan. – Provide a detailed project timeline, including anticipated start date and completion date, with work occurring primarily. – Review the city’s existing strategic plan, including goals, outcomes, performance targets, and initiatives. – Assess progress to date on implementation and identify areas where assumptions, priorities, or targets may need refinement. – Propose an engagement strategy that includes the common council and senior city staff, and, if desired by the city, select external stakeholders e.g., redevelopment authority, chamber leadership. – Describe how stakeholder input will be incorporated in a manner that is efficient and mindful of organizational capacity. – Review and refine the existing strategic goals, outcomes, key outcome indicators, and performance targets. – Assist the city in identifying updated or revised initiatives aligned with available resources and long–term sustainability. – Provide guidance on integrating the updated strategic plan into annual budgets, work plans, and performance reporting. (2) All the questions must be submitted no later than January 2, 2026.
