The State of Vermont seeks a vendor to provide strategic planning services focused on stakeholder engagement and the development of a statewide health care delivery strategic plan. This initiative aims to generate a comprehensive roadmap for health care system reform, ensuring access to high-quality, cost-effective services throughout Vermont's health system.

Key objectives include promoting universal access to acute care, primary and mental health care, chronic care, long-term care, substance use disorder treatment, emergency and non-emergency medical services, as well as nonmedical services and supports. The plan should encompass both hospital-based and community-based services and emphasize accountability and continuous quality improvement.
