Ontario is seeking a qualified vendor to lead the development of a strategic plan for the HIV sector covering the years 2027 to 2030. The successful vendor will be responsible for designing and implementing an inclusive, evidence-based strategic planning process that involves thorough assessment of the current landscape, emerging trends, and future challenges facing the sector.

Key responsibilities include facilitating engagement with the board of directors, staff, leadership, and a wide range of external stakeholders to ensure diverse perspectives are incorporated. The vendor will be expected to deliver a clear, actionable, and measurable strategic plan that aligns with provincial priorities and supports organizational growth. This includes developing a detailed project plan outlining milestones, timelines, deliverables, and communication strategies, as well as approaches for stakeholder engagement.

In addition, the scope of work involves conducting an environmental scan to identify sector strengths, gaps, opportunities, and emerging issues. The vendor will assist in formulating strategic priorities, goals, and outcomes, and integrate measurement indicators, evaluation frameworks, and reporting mechanisms to support effective plan implementation and accountability.
