(1) Vendor needs to provide develop strategic plan service for homelessness response.– Homelessness to participate in development of a strategic plan to for homelessness response aligned with the federal strategic plan.– Develop and present a detailed workplan, timeline, data collection and stakeholder engagement approach for the creation and implementation of a strategy to respond to homelessness.– The final plan must align with state statutory responsibilities and federal strategic guidance and include measurable implementation steps and reporting commitments.– To lead a Statewide, stakeholder–driven process to organize, draft, and deliver a comprehensive strategic plan.– Plan must align with state statutory responsibilities and federal strategic guidance, be supported with data and include measurable implementation steps and reporting commitments.– The framework within which requested strategic planning for homelessness response services will be performed.(2) All the questions must be submitted no later than January 12, 2026.
