(1) Vendor needs to provide strategic plan service.– Provide facilitation and curation services for the development of the Municipal and Regional Development Tax 5–year strategic business plan.– Design and lead stakeholder engagement sessions (in–person and virtual) including workshops, focus groups interviews, and surveys tailored to stakeholder groups.– Participate in monthly round table discussions with stakeholders,– One–on–one Interviews with key decision–makers and community leaders,– Online surveys that are distributed broadly to gather input from residents and businesses,– Public open houses to share progress and gather feedback, and– Interactive digital platforms for ongoing input and updates.(2) All the questions must be submitted no later than December 10, 2025.
