The scope of work includes crafting a communication approach that promotes clear, consistent, and conservation-focused messaging at the statewide level.

The selected partner's strategy should not serve as a marketing or tourism plan, nor is it intended to direct or replace existing communications. Instead, it should highlight Pennsylvania's Heritage Areas as vital living cultural landscapes and conservation assets that weave together cultural, natural, recreational, and community resources. Proposed strategies are expected to reflect the same clarity and confidence found in communications for state parks, state forests, conservation landscapes, and similar initiatives.
