An Indiana agency is seeking proposals from qualified firms to facilitate the update of its Strategic Plan, which was originally developed and adopted in 2022–2023. The objective is to guide agency staff and stakeholders through a comprehensive evaluation of current progress, update goals and priorities in response to changing operating conditions, and produce an actionable strategic plan that addresses a 5–10 year operating horizon. This initiative is intended to result in an update to the existing plan, not a complete replacement.

The selected firm will be responsible for designing and implementing engagement and research processes—such as interviews, surveys, and analysis of documents and data—to gather critical input, articulate findings, and prioritize stakeholder goals. Throughout the course of the project, the firm will deliver working documents that include an existing conditions review, a Transform BT Progress Report, a Stakeholder Engagement Report, a reprioritization of projects and goals, and recommendations for marketing strategies. These documents will be consolidated into a final, cohesive Strategic Plan. The contract for these services will be for a one-year period.
