(1) Vendor needs to provide strategic plan development service.– Strategic plan development, implementation, and maintenance; workshop and retreat facilitation; board, agency leadership, stakeholder, and public engagement; and the development of measures, methodologies, and data systems used to manage agency performance.– The vision, mission, organizational structure, budget, transit service delivery, regulatory environment, and current performance.– The selected consultancy will lead and facilitate a series of meetings and workshops with board members, staff, external stakeholders, and members of the public to assess desired strategic outcomes and to identify strategies, reflective of industry trends and transit agency best practices, to achieve those outcomes.– Strategic planning development documentation, relevant board materials and audits, budgets, agency performance dashboards and survey results, key performance indicators, organizational design and workplace assessment.– Engagement with key groups.– Success outcomes and long–term goals alignment; tactics development.– Performance scorecard development.– Board and leadership team retreat.– Successor strategic plan document development and presentation.(2) A non–mandatory pre–bid meeting will be held on December 1, 2025. (3) The contract period will be for five years. (4) All the questions must be submitted no later than December 5, 2025.
