A Colorado transit agency is seeking a qualified vendor to provide comprehensive strategic plan development services. The scope of work includes the creation, implementation, and ongoing maintenance of a strategic plan that will guide the agency's vision, mission, organizational structure, budgeting, and transit service delivery in alignment with regulatory requirements and current agency performance metrics.

The selected consultancy will facilitate workshops, retreats, and meetings with board members, agency leadership, staff, stakeholders, and the public to gather input and build consensus on desired strategic outcomes. The process will involve developing performance measures, methodologies, and data systems for managing agency performance, as well as creating documentation, board materials, audit support, budgets, performance dashboards, and key performance indicators. The vendor will also lead organizational design and workplace assessments to support long-term success and the achievement of agency goals.

Additional deliverables include performance scorecards, alignment of tactics with long-term strategic objectives, and the development and presentation of a successor strategic plan document. This contract will be in effect for five years, providing the agency with continued support for the evolution and tracking of its strategic initiatives.
