(1) Vendor needs to provide strategic plan development and implementation consultant service. – Develop an agency specific Strategic Plan that will guide agency organizational priorities, programs, investment services for the next five years. – Conduct surveys, interviews and/or focus groups with Partner agencies (local and regional) – Stakeholder Engagement Materials; Meeting facilitation, Summary of Engagement Findings. – Identify strategic priorities and goals. – Administrative Draft and Draft Strategic Plan for public review – Deliver final Strategic Plan in digital and print–ready formats. – Final Strategic Plan (digital and print ready) and presentation and slide deck and materials. (2) All the questions must be submitted no later than January 19, 2026. (3) Pre–bid meeting will be held on January 12, 2026.
