(1) Vendor needs to provide consultants to support development of its next strategic plan, which will position agency to meet the needs of Vancouver residents in a rapidly changing environment. • Facilitating board and executive level conversations about priorities and trade–offs • Identifying potential gaps in, and implications of, the strategic assessment • Helping agency understand how to better leverage data and technology for informed decision making. • Lead development of the project plan, including securing dates for board and senior leadership sessions. • Draft the strategic plan outline, incorporating advice and recommendations from the Consultant. • Prepare a comprehensive strategic assessment, including an internal assessment and external landscape scan. They will summarize findings and implications with input and guidance from the Consultant. • Develop an engagement approach collaboratively with the Consultant, deliver staff and public engagement activities, and collaboratively synthesize findings into a summary document. • Develop a draft strategic plan and performance measurement framework for Board approval collaboratively with the Consultant. • Write and publish the final plan with input from the Consultant. (2) The contract period will be for one year.
