The City of Vancouver is seeking consulting services to support the development and execution of its next strategic plan. The consultant will collaborate closely with agency leaders to facilitate board and executive-level discussions focused on priorities, trade-offs, and the agency's strategic direction in response to a rapidly changing environment.
Responsibilities include identifying potential gaps and implications within the strategic assessment, and advising on ways to better utilize data and technology for informed decision-making. The consultant will also lead the development of the project plan, organize key planning sessions, and contribute expertise to drafting the strategic plan outline. A comprehensive strategic assessment—comprising both internal evaluations and external landscape scans—will be prepared, with findings synthesized collaboratively.
Additionally, the consultant will help design and implement an engagement approach for staff and the public, ensuring feedback is integrated into the planning process. The assignment includes developing a draft strategic plan and performance measurement framework for board approval, and overseeing the preparation and publication of the final plan. The contract period for these services will be one year.
