(1) Vendor needs to provide strategic plan and financial sustainability review services.– Support the development of a strategic plan that reflects mission, vision, values and incorporates the organization’s 2025 vision with clear and overarching priorities for the next 10 years.– Assess current financial model, including authorities, funding sources, corporate operating costs, corporate reserve, and preferred project delivery methods.– Identify and evaluate alternative, sustainable funding mechanisms and cost–effective delivery models within the context of the jurisdiction operates within.– Recommend actionable strategies to enhance financial independence and resilience, focusing on identifying feasible, longer–term funding options beyond government contributions through at least 2035.– This strategic plan will articulate long–term vision and corresponding strategic priorities as the organization transitions to the next phase of waterfront revitalization.– Financial sustainability review for and of the corporation, focusing on identifying feasible, longer–term funding and revenue generation options beyond government contributions.– Include a roadmap for implementing preferred funding and revenue strategies and financially sustainable project delivery models.– Identify and analyze key internal and external factors impacting the corporation’s future.– Facilitate consensus among internal and external stakeholders on strategic priorities, funding mechanisms, and delivery models.(2) All the questions must be submitted no later than January 14, 2026.
