Recommendations should focus on feasible long-term funding options extending through at least 2035, particularly those that reduce reliance on government contributions.

Additionally, the vendor will be responsible for providing a roadmap to implement the preferred funding and revenue strategies, incorporate financially sustainable delivery models, and analyze both internal and external factors influencing the organization's future. A key component of this engagement will be facilitating consensus among stakeholders on strategic priorities, sustainable funding mechanisms, and project delivery models as the organization enters its next phase of waterfront revitalization.
