A Pennsylvania agency is seeking a qualified consultant to provide comprehensive strategic management planning and financial analysis services. The scope includes conducting a detailed financial analysis of the agency’s five-year financial plan, as well as developing a multi-year strategy that identifies the agency’s top three financial management priorities. This strategy should include prioritization at both the agency and departmental levels, with attention to interdepartmental and county-wide objectives detailed in the plan.

The selected consultant will perform a thorough financial condition assessment, reviewing the historic and current status of each fiscal fund, including the General Fund and all governmental and proprietary funds maintained by the agency. Additional services include a multi-year financial trend analysis projecting future revenues, expenditures, and related economic and demographic factors.

The contract also calls for a management audit of all departments and operations, with the consultant assisting in the audit process. Finally, the consultant will be responsible for producing a master implementation schedule to ensure the timely achievement of all objectives outlined in the multi-year plan.
