A vendor is sought to provide strategic enrollment management consulting services. Responsibilities include reviewing and synthesizing existing materials such as enrollment process mapping findings, program review summaries, and prior Strategic Enrollment Management (SEM) analyses. The consultant will analyze historical and current data related to enrollment, retention, persistence, and completion, as well as identify equity gaps and momentum loss points throughout the enrollment lifecycle.
The selected firm will develop an SEM framework and strategy, including strategic goals, initiatives, and tactics corresponding to each pillar. The scope covers student-journey-aligned enrollment design, retention, momentum, and credential completion. The consultant will be tasked with producing 3–5-year enrollment projections using scenario modeling based on demographic, economic, and policy trends.
Additional deliverables include developing a phased, multi-year SEM implementation roadmap, aligning SEM initiatives with institutional planning, budgeting, and technology requirements, and recommending governance structures, accountability mechanisms, and cross-functional ownership for successful SEM execution.
