(1) Vendor needs to provide strategic energy plan development service. • The strategic energy plan will build upon the city’s adopted 2022 sustainability action plan and existing community inventory to identify, prioritize, and advance near–term, cost–effective energy strategies that support the city’s goals of reducing energy use, lowering operating costs, and progressing toward carbon neutrality • Benchmarking of historical energy consumption for key facilities and systems. • A planning–level discussion of future energy demand implications associated with energy efficiency, electrification, and renewable energy strategies identified in the Plan. • Assessment of current energy use across City–owned buildings, facilities, utilities, and transportation • Review of utility, fuel, and operational data to identify major energy and cost drivers. • Identification of trends, inefficiencies, and high–energy–use assets relevant to near–term action. • Provide a clear, actionable roadmap for implementation within existing City capacity and funding constraints.
