Ireland is seeking a provider of strategic, economic, commercial, and technical advisory services to support the oversight and management of concession agreements. The selected advisor will analyze and verify enhancement expenditures made by the concessionaire throughout the remaining duration of the agreements, calculating and verifying annual clawback amounts until the contracts conclude.

Responsibilities include reviewing the concessionaire's annual financial statements and auditing quarterly management accounts, as well as providing detailed reports. The advisor will also participate in quarterly Liaison Committee Meetings, offering guidance on the coordinated exit of parties from the concession arrangement.

Additionally, the advisor will conduct technical and financial reviews of quarterly KPI reports, making recommendations regarding the introduction, modification, or removal of key performance indicators in consultation with the concessionaire. The scope of work may also include other strategic, economic, and commercial advisory services required to support the agency.
