(1) Vendor needs to provide high–level counsel, crisis support, media training, and brand–elevating services.– High–Level Strategic Communications Meetings: Conduct quarterly strategic communications meetings with agency leadership to review emerging issues, organizational priorities, reputational considerations, and long–term communication strategies. Provide expert counsel on significant or sensitive matters, including regulatory changes, industry trends, stakeholder engagement challenges, public perception, risk management, and message alignment. Offer recommendations to strengthen clarity, consistency, and effectiveness across agency communications efforts. Provide brief summaries or action plans following each quarterly meeting, as needed. – Crisis Communications Support: The agency shall deliver proactive and reactive crisis support, including 24/7 on–call availability during crisis situations or high–intensity events. Strategic guidance to ensure consistent, accurate, and timely messaging for internal and external audiences. Development or refinement of crisis communication frameworks, escalation protocols, and message maps to strengthen preparedness. – Media Training: Provide professional media training for agency executives, spokespeople, and subject–matter experts. Deliver individualized group sessions covering on–camera presence, message discipline, interview techniques, and best practices for broadcast, print, and digital media engagements. Develop customized training materials, including talking point frameworks, interview preparation guides, and feedback summaries. (2) All the questions must be submitted no later than February 20, 2026. (3) The contract period will be for one year. (4) Non–Mandatory Pre–bid meeting will be held on February 13, 2026.
