Vendor needs to provide a strategic communications plan and implement three (3) virtual debate platforms that will combine well developed messages with innovative tactics to help the agency effectively communicate its vision, achievements, goals, and innovations, to the citizens. The Contractor shall develop a virtual debate platform and communication plan to effectively communicate the Fair Elections Program’s debate process. The Contractor shall develop a virtual education and public outreach plan that includes a strategy for direct contact to the media and other stakeholders that demonstrates clear information about candidates in the Fair Elections Program; and provides notice of any scheduled debates. The Contractor shall design a comprehensive communication plan that informs voters about the citywide contested virtual debate through public service announcements, bus, radio, and digital advertisements, and brochures. The Contractor shall deliver information to all qualified voters by using traditional media as well as social media platforms, including the agency website, Facebook Page, and Twitter Account to ensure that voters are informed of the debate process and to enhance messaging by driving traffic to agency official website, and other effective means. Drafting targeted messages for agency voters concerning scheduled virtual debates. Establishing cooperative relationships with the news media. Articulating and communicating the disclosure of information on the agency Website concerning the registration and participation of candidates in the FEP debate program; and educational materials. Communicating the debate requirements for agency candidates participating in citywide contested elections. Development of a press/news release schedule for the debate. Fielding inquiries from the press and public and to help organize press conferences and other events for the debates. All the questions must be submitted no later than February 5, 2026.
