A strategic communications consultant is sought to support the development and implementation of a comprehensive public education, outreach, and media program in California. The consultant will be responsible for designing effective and community-friendly project branding, including the creation of an engaging project name and tagline that is positive and easy to understand. Key responsibilities include facilitating media advocacy, maintaining press relations, managing digital engagement, and actively involving community members, businesses, environmental organizations, and elected officials throughout the service area.
The consultant will deliver culturally competent outreach, providing Spanish and Vietnamese translations and messaging to ensure inclusivity. The role includes measuring outreach effectiveness through qualitative and quantitative methods, conducting opinion research and polling to inform campaign messaging, and developing messaging strategies based on research findings. Creative collateral will be produced for print, digital, video, radio, and social media platforms, along with the creation and curation of relevant and engaging digital content that aligns with campaign objectives. Additional tasks involve employing social listening tools, engaging partners and stakeholders via social media, and developing specialized outreach strategies for complex infrastructure or environmental projects.
The contract will span one year. A mandatory pre-bid meeting is scheduled for February 23, 2026, and all questions regarding the opportunity must be submitted by February 25, 2026.
