(1) Vendor needs to provide strategic collaboration and goal development consultant services. – To design and facilitate a comprehensive collaborative goal–setting process among participating animal welfare organizations. – For developing and implementing a facilitation plan that brings together organizations with differing missions, philosophies, and operational priorities to build mutual understanding and alignment. The facilitation process should lead to the development of agreed–upon, unifying goals and objectives that advance collective impact in the field of animal welfare. – To establish a safe, neutral, and professionally facilitated environment for dialogue among animal welfare organizations that have historically experienced limited collaboration or areas of tension. – Through a structured facilitation process, participants will engage in meaningful discussions to identify shared priorities and develop collaborative goals to guide future joint efforts. • Build trust and improve communication among participating organizations. • Identify shared values, challenges, and opportunities. • Develop 3–5 unifying strategic goals. • Translate these goals into actionable objectives. • Establish a foundation for continued coordination. • Preparation and Stakeholder Assessment • Workshop 1 – Building Trust and Identifying Common Ground • Workshop 2 – Defining Shared Goals and Collaborative Objectives • Consolidation and Reporting (2) A non–mandatory pre–bid conference will be held on December 1, 2025.
